About the FCCW

The early objectives of the Forum were specifically:

  • To bring member authorities together to share a common understanding of the technical issues, role and functions of smart cards in citizens' card schemes and to identify the costs and other benefits of migrating to this technology
  • To be aware of other national and local smart card schemes, both existing and planned, that may impact upon the deployment of citizens' cards in Wales, and to derive an understanding of best practice within the administration and operation of smart card schemes
  • To seek economies of scale and cost advantages by specifying and / or developing common specifications that will enable individual authorities to implement schemes when and if they so choose within an architecture that would later permit consolidation into a wider interoperable environment
  • To liaise and/or work in harmony with other local authority representatives and those representing public sector and other organisations with an interest in the development, introduction and operation of citizens’ cards, as the basis to provide the efficient delivery of services to the citizens of Wales and visitors thereto, on behalf of local and national government and other public bodies, and other appropriate third-party commercial and non-commercial organisations
  • To ensure that such work supports wider agreed e-Government initiatives
  • To use the influence of the Forum where it is in the interests of its members
  • To represent the views of the Forum members in any other meeting, forum, committee or other organisation at which the Forum has been invited to participate
  • To represent Welsh Local Authorities in influencing and working with WAG (and others) in the determination of any national strategies or projects that are developed in Wales for citizens' cards.

Members continue to pursue these objectives at meetings held at quarterly intervals throughout Wales. Presentations are received from high quality speakers and workshops are facilitated to discuss issues pertinent to local authority operations.

Smartex, as the secretariat to the forum, uses its extensive knowledge and experience to support the group’s objectives.
